Dan, the tribe associated with the Hebrew month Tevet, means “to rule, to judge, or to execute judgement.” This is represented by the scales you see here in the Garden. In the wilderness, Dan was grouped with Naphtali and Asher. These tribes marched out last, forming the rear guard. You see the same alignment here in the Israel Prayer Garden.
